Strategic Mobility 21 (SM21) is an applied research program through the Department of Defense Office of Naval Research (ONR). The program is managed by the California State University – Long Beach Foundation, a government-industry academic collaborative enterprise.


Strategic Mobility 21 History
 

For the past five years, SM21 has been researching and developing advanced collaborative planning and execution tools for use by the commercial and military sectors. During this time period many objectives have been accomplished including the development and testing of the Southern California Agile Supply Network (SCASN) model and simulation.  The SCASN development was the first step in our objective developing a collaborative regional congestion mitigation model. 


 
Collabative Efforts
 
In addition to our regional congestion mitigation model, we are currently collaborating on the development of an Inland Port-Multi-modal Terminal Operating System (IP-MTOPS) supported by an end-to-end distribution management system.  The integrated system is being designed within the framework of a Service Oriented Architecture. For this development project we are collaborating with the Southern California Logistics Airport (SCLA), our military distribution and force deployment stakeholders, Regional Metropolitan Planning Organizations (MPO), and leading commerical shippers. 
 
SM21 is also currently working with Center for the Commercial Deployment of Transportation Technologies (CCDoTT) on two important programs - the Agile Port System and the Department of Defense Sea Based Logistics Optimization (SBLO) programs.  SM21 is providing the APS program with development support for APS enabling software systems.  In support of the SBLO program, SM21 is developing a federation of models designed to optimize the flow of Sea Based Logistics.
